Svetovalec je pravna oseba, ki mu je Borza dodelila status svetovalca skladno s Pravilnikom za pridobitev statusa svetovalca v segmentu Progress, in ki je vpisan v Register svetovalcev.
Vsak izdajatelj, ki vloži zahtevo za uvrstitev vrednostnih papirjev v trgovanje v segment Progress, mora imeti z dnem vloge imenovanega svetovalca, ki to funkcijo opravlja najmanj v razdobju dveh (2) let po uvrstitvi v trgovanje.
Borza s Pravilnikom za pridobitev statusa svetovalca v segmentu Progress ureja naslednje:
- Pogoje, ki jih mora izpolnjevati pravna oseba, ki vlaga Zahtevo za pridobitev statusa svetovalca;
- Postopek za pridobitev statusa svetovalca, ukinitev statusa svetovalca ter vpisa in izbrisa svetovalca iz Registra svetovalcev;
- Pravice in dolžnosti svetovalcev;
- Pravila sodelovanje svetovalcev z borzo;
- Ostala vprašanja, pomembna za nadzor vloge svetovalcev in delovanja segmenta Progress.

- Postopek pridobivanja statusa svetovalca
Company that meets all conditions from Article 3. Rulebook on the grant of status of Progress Market adviser, shall enclose at least the following with the application:
- Application for the grant of status of Progress Market adviser
- Valid deed of incorporation of the applicant;
- Certified extract from the court register for the applicant which is not more than 30 (thirty) days old;
- Annual financial statement of the applicant for the preceding financial year;
- Written declaration of the applicant on the employment or other legal relationship with persons from Article 3 Paragraph 2 Item 3 of the Rulebook on the grant of status of Progress Market adviser and their professional CV's;
- Written declaration of the applicant on the appointment of contact person for contact with Zagreb Stock Exchange, Inc. with all contact details;
- Written declaration of the applicant confirming that the persons authorised to represent the applicant and the persons referred to in Article 3(2)(3) of Rulebook on the grant of status of Progress Market adviser have not been convicted by a final judgment of criminal offences referred to in Article 3(4)(2) of this Rulebook;
- Written declaration confirming that the applicant pays its debts when due and that, as at the date of the application and within 12 (twelve) months prior to that date, no enforcement proceedings have been instituted against the applicant;
- Written declaration of the applicant in Article 5. Paraghraph 4. Item 1-4 of the Rulebook on the grant of status of Progress Market;
- Proof of payment of the application processing fee.
